feat(nac-ai-compliance): 初始化AI合规审批系统模块

- 创建七层合规验证框架(compliance_layer.rs)
- 定义合规层级:身份验证、资产真实性、法律合规、财务合规、税务合规、ESG合规、持续监控
- 定义合规状态、风险等级、问题严重程度枚举
- 添加完整的文档注释和单元测试
