新增RWA专用协议：
- acc_commodity.rs: 大宗商品仓单协议（含多辖区合规）
- acc_art.rs: 艺术品权利分离协议（含UNESCO公约）
- acc_carbon.rs: 碳信用协议（含巴黎协定第6条）
- acc_wrapped.rs: 封装跨链资产协议
- acc_xtzh_staking.rs: XTZH质押保障机制

完善GNACS资产分类系统：
- gnacs_category.rs: 20大类、100+子类，含司法辖区绑定

完善宪法层：
- acc20c_clauses_enhanced.cnnl: 6大类资产×7个司法辖区宪法条款

新增文档：
- jurisdiction_compliance_matrix.md: 司法辖区合规矩阵

基于：
- NAC原生资产代币发行说明书核心条款指引V1.0
- NAC资产分类系统(Asset Classification System)
- NAC公链支持的司法辖区
